User Manual
Plain-language guide for everyone who touches CivicLoop County OS: residents, agents, supervisors, department heads, directors, and county admins. Available in English and Spanish (toggle in the top bar).
For residents (no account)
- Report a problem. Go to the home page and pick the issue, or just upload a photo - the assistant can auto-fill the address and category from the picture. Add a description (you can speak it; it will be read back to confirm).
- Get a tracking number. You receive a
CP-... number and live updates by text and email.
- Track it. Open the track page, enter your number, and see status, timeline, and any reply from the County.
- See what the County is doing. The public portal shows live 311 stats, response times, and resident ratings; the spending portal shows contracts, supplier diversity, and open opportunities. No login, no personal data.
For agents
- Console / workspace: open a request from the queue. You see the full timeline, photos, and resident thread.
- AI co-pilot: "Draft reply" writes a resident-facing message in their language for you to edit and send; "Summarize" condenses a long request to a 10-second brief. The AI never sends on its own.
- Resolve: upload a resolution photo and close. The close-invariant trigger requires evidence.
For supervisors and department heads
- Dashboard: live counters, equity view, breach forecast, NPS, request heat map.
- Agency modules: each module (
/procurement, /dpie, /econdev, /dpwt, /hr, /parks, /safety, /schools, /redevelopment) has KPIs, analytics, and a Manage section with New / Edit / Delete on its records. Every list is real and editable.
- Data feeds (
/feeds): connect a signal (fleet, sensors, weather, attendance), upload a CSV, and read the 7/30-day forecast and threshold ETA. Edit or delete any feed.
- Print any report: every module and the public portals have a "Print report" button -> Save as PDF for a branded, downloadable document.
For directors and county admins
- Automations panel: review and resolve flags (overdue permits, expiring contracts, forecast breaches, down monitors). Run a scan on demand.
- Platform health: confirm all public surfaces are green.
- County assistant (
/assistant): ask Ada questions; manage the knowledge base; fill in the onboarding questionnaire so Ada answers from your County's real policies.
- Admin (
/admin): staff accounts, roles, two-factor status, locations.
The guided tour
First time on the dashboard, a 5-step tour points out the module launcher, automations, platform health, and the assistant. Re-open it any time with "Take a tour".
Languages
Everything is available in English and Spanish. Residents who choose Spanish never see English fallthrough. Switch with the toggle in the top bar.
